Three Inmates Charged in Flagler Jail Drug Bust

Three people have been arrested at the Flagler County jail after an undercover drug investigation, the Flagler County Sheriff's Office announced Wednesday. Flagler Beach's Stephen Horton, Daytona Beach's Joshua Siedel, and Bunnell's Caleb Tucker were each hit with new charges while already in custody. In their statement on the arrests, the FCSO accused Siedel and Tucker of being drug dealers within the Sheriff Perry Hall Inmate Detention Facility. Horton was accused of purchasing Suboxone, a drug intended to treat opioid withdrawal symptoms. During a Tuesday evening service at the county jail, the FCSO says Horton was caught using coffee packets to purchase Suboxone from Siedel. Tucker is said to have taken the coffee packets to conceal them from view. Suboxone itself is engineered to be harder than other drugs to abuse. It's actually prescribed to inmates by the jail's medical services for assistance in breaking additions, the FCSO said. After receiving the Suboxone via prescription, an inmate is accused of doling the substance out to other inmates in exchange for items from the jail's commissary. During the undercover part of the FCSO's investigation, cell searches were conducted around the jail. Inside Siedel's cell, investigators reportedly found Suboxone packaged to be distributed. In Tucker's cell, the FCSO says, they found residue that tested positive for fentanyl. "This guy thought he was the El Chapo of the, but luck ran out for him and his accomplices this St. Patrick's Day," said Flagler Sheriff Rick Staly. "Now they'll rack themselves up plenty of prison time, all for some cookies and chips. These dirtbags thought they could distribute drugs inside the. We don't tolerate poison peddlers or illegal drugs in the community, and I sure as hell won't tolerate it [in] our jail." 42-year-old Joshua Siedel was initially arrested in September 2025 for criminal mischief under $200, failure to appear, and four counts of violation of probation. His new charges include possession of a controlled substance with intent to distribute, sale of a Schedule III controlled substance, and possession of Schedule III contraband by an inmate in a correctional institution. 30-year Caleb Tucker was initially arrested in November 2025. He was charged then with second-degree burglary, fentanyl possession with intent to sell, drug paraphernalia possession, and evidence tampering. His new charges are possession of fentanyl and sale of a Schedule III controlled substance by an inmate in a correctional institution. 46-year-old Stephen Horton was arrested in September 2025, charged with fentanyl trafficking at 4 grams or more, two counts of possession of a controlled substance with intent to sell, possession of a controlled substance without a prescription, and drug paraphernalia possession. His new charges include evidence tampering, possession of a controlled substance by an inmate in a correctional facility, and possession of a controlled substance without a prescription.
